Senior Regional Clinical Manager
Samantha Merritts, MPT


Samantha Merritts, MPT , received her Masters degree in Physical Therapy from Shenandoah University in Winchester, VA. She joined RMI in March 2004. Prior to her promotion as Regional Clinical Manager, she acted in as a manager in multiple assisted living facilities. She was then promoted to the role of Start-up Specialist. During her time as a start up specialist she ensured the smooth and profitable transition of new facilities. She received the Rookie of the year award in 2005 and Therapist of the Year in 2006. She received these awards as a result of her outstanding clinical performance as a therapist and manager as well as her ability to ensure success with new and existing business.

Samantha has been in the long term care industry for 10 years. She has served as a physical therapist and program manager in both skilled nursing and assisted living facilities. Prior to her employment with Rehab Management, Samantha developed a wide range of clinical skills serving in team management roles in various settings including geriatrics, home health, and pediatrics.

Samantha is a certified clinical instructor through the APTA. She has attended many courses on wheelchair seating and positioning, fall management, and clinical approaches to treat the elderly. She has also developed programs and in-service material regarding multiple programs to enhance therapy with the elderly population.

Regional Clinical Manager
Fiona Kumar, OTR, MBA


Fiona graduated from University of Mumbai with B.S in Occupational Therapy. She holds an MBA from Yale University. Prior to joining RMI in 2010, Fiona held management positions with responsibility for overseeing every aspect of rehab service delivery in single and multiple sites.

Fiona has 15+ years clinical and operations management experience in long term care, acute rehabilitation hospitals, and home health care. Her depth of experience includes regulatory compliance, prospective payment system management in rehabilitation facilities, and expertise in Continuous Quality Improvement (CQI) initiatives. Her knowledge of regulatory affairs, staffing/recruiting, operations, and practice management brings significant value to RMI’s customer base.

As the Corporate Director of Licensure compliance at RMI, Fiona acts as a resource to new graduates and is responsible for ensuring compliance with state guidelines for licensure. She also oversees the Clinical Mentor Program at RMI and has played a pivotal role in the success of the program.

Regional Clinical Manager
Candice Gilbert, MPT, WCC


Candice received her Master’s degree in Physical Therapy from East Carolina University in Greenville, NC. She has a B.S in Health Education from Morgan State University. She began her career as an outpatient physical therapist along with being responsible for acute care and the step down unit at Halifax Regional Hospital. She joined the RMI team in February of 2006. She has been with RMI now for over 7 years in a management role. She began as the Department Head at Chase City Nursing and Rehab a 90 bed skilled facility. That year she was awarded Department Head of the Year. She later transitioned to the part B side of our company at Carriage Hill Retirement Community in Bedford, VA.

Prior to her recent promotion as Regional Clinical Manger she was our acting Department Head at Runk and Pratt Lynchburg and Forest. She has been pivotal in our success in the Lynchburg market and has been a major force behind our strong relationship with the Runk and Pratt chain. Candice has an extensive background in Geriatrics. She is knowledgeable in skilled nursing, assisted living and home health. And she recently became wound care certified in July of 2013 by the National Alliance of Wound Care.


Area Clinical Manager, LPTA, CDP
Jessie Robertson

Jessie received her Associates in Applied Sciences with a major in Physical Therapist Assistant from Jefferson College of Health Sciences and is RMI’s newest senior manager. Jessie began her career as an LPTA with RMI at Lucy Corr Village, where she quickly became a favorite of the staff and residents. In 2013, Jessie was promoted to Department Head of the 300-bed Colonnades CCRC facility in Charlottesville.

Jessie has won several awards, including RMI Rookie of the Year. During her time as the DH at Colonnades, her team was nominated, and won, both team of the quarter and team of the year recognition. Under Jessie’s leadership, The Colonnades became one of RMI’s most valuable contracts. Jessie was promoted in early 2015 to Area Clinical Manager with responsibility over the Richmond-Williamsburg-Charlottesville region.

Professional Services Coordinator
Shana Winzeler

Shana Winzeler joined RMI in 2011 as a Human Resources Assistant and was promoted to Professional Services Coordinator. Professional, efficient, organized and dependable are just a few words that have been used to describe Shana. As a member of the Professional Services team, she is the first point of contact for the Regional Managers. Shana accepts new tasks without hesitation and completes them in a timely manner. She maintains a positive attitude, even during times of duress.

She has been instrumental in assisting with the Optima launch, both DH training sessions; including the CDP applications and the Empowerment meeting! Shana has flourished in her role which she was promoted to in 2013 from HR and has proven to be a great asset to her team! She is adept at wearing many different hats and doing a multitude of jobs simultaneously in her role.
